Brazil's economy has grown by %, but remember US economy is so much larger.
GDP is Larger than the next 3 countries combined... (Germany, Japan, and China). And per capita, Brazil pales compared to USA.

According to antiguzzle's economic analysis, their economy should have collapsed decades ago. Yet, they have jumped ahead of Britain in GNP in 2011 to be #6. List of countries by GDP

In Brazil the sugar industry is critical, it is the equivalent to the oil industry in the US. If you travel around in Brazil, all you see are endless fields of sugar plantations, miles and miles of plantings. The agricultural industry employees huge numbers of people directly and in its support structure. Under no circumstances can Brazil allow the sugar industry to go under. They will do anything and everything possible to insure the continuance of the agricultural industry. Its not something they can gamble with by using some using college economic theory, sugar is their livelihood.

Politcians are the same everywhere. Any industry that needs long term subsidies to survive does not make economic sense.
