I've not run across any documentation on 2012 Chevrolet Sonic stating there is a "governor" ("speed limiter" is the wrong term as already noted), but there is every reason to believe so. I don't know what the limit is for my vehicle, as I don't normally drive above 70 MPH. Here is a good article regarding "vehicle governors": Governors There are many good points in this article.
