You can't edit the Master Station List until you have 10,000 points (this being a restriction to avoid vandalism), but you can still report prices for a station, even if it's not in the MSL. If it's a station you'll be passing on a regular basis, you might want to add it to your Favorite Stations List, which makes it very easy to report the price.
